Abstract
The right to asylum is a lively topic of debate throughout Europe. Duties of care towards refugees are the subject of controversy in public opinion in many countries and are discussed under difficult circumstances. The size of migration flows fuels fears of cultural conflicts with newcomers. Faced with a continuous stream of asylum seekers crossing the Mediterranean, the European Union is discussing a reform of the European Asylum System in order to meet the potentially conflicting expectations of humanitarian aid and border control. The reform proposals include harmonization of standards of assistance and reception, a European procedure for granting international protection status, and redistribution of assistance costs among member states. This project set out to question whether integration policies change the practical context in which normative questions are asked, namely the extent to which states succeed in turning the integration of foreign nationals into an opportunity for economic and social growth for national society. It sought to understand how refugee integration policies in Portugal have been implemented from 2015, when refugee mobility programs began in the European Union, to the present day. The project carried out an empirically informed, interdisciplinary analysis of integration policies and analyzed moral duties in the concrete context of the Portuguese reality in the European panorama.
