This report was organized by the Office of the Secretary of State for Portuguese Communities (GSECP - Gabinete do Secretário de Estado das Comunidades Portuguesas) and the Directorate General for Consular Affairs and Portuguese Communities (DGACCP - Direção Geral dos Assuntos Consulares e das Comunidades Portuguesas). The Observatory of Emigration and the Migra Network were the entities responsible for its elaboration, within the framework of CIES-IUL of the ISCTE-IUL. Partially integrated in the first annual report on Portuguese emigration under the responsibility of the Office of the Secretary of State for Portuguese Communities.
