Portuguese emigration to Luxembourg declines for the second consecutive year
Inês Vidigal
According to data from the Portail des Statistiques du Luxembourg, 3,147 Portuguese entered the country in 2025. The statistical office accounted for a total of 24,985 entries of foreigners into Luxembourg territory, with the Portuguese accounting for 12.6% of this total. +

Following the slight decline recorded in Portuguese inflows to Luxembourg in 2024, Portuguese emigration to the country decreased again in 2025 (-9.3%). Portuguese nationals are no longer the leading nationality among inflows, having been overtaken by French nationals. It is also important to note that this decrease occurs in a context of an overall decline in total immigration to Luxembourg (-2.9%). Between 2000 and 2025, the number of Portuguese inflows into Luxembourg was minimal in 2000 (2.193 entries) and maximum in 2012 (5.193 entries). The loss of relative importance of Portuguese immigration in Luxembourg continues to increase: between 2003 and 2025, the number of Portuguese inflows into Luxembourg went from over 29% of the total number of foreign migrants to 13%.
